CIVIL SERVICE SPORTS COUNCIL ANGLING COUNCIL

RULES AND CONSTITUTION

The following Rules and Constitution have been adopted in accordance with the powers conferred by the Civil Service Sports Council Limited and have been approved by that body.

TITLE

The title of the Governing Sports Body shall be the Civil Service Sports Council Angling Council.

OBJECTS

a) To promote and encourage all forms of angling in the Civil Service and to provide effective organisation, management and control to give effect to this aim.

b) To organise national competitions.

AFFILIATIONS

The Civil Service Sports Council Angling Council shall be affiliated to :-

a) The Civil Service Sports Council Limited to which shall be rendered annually an approved copy of the Annual Report and Statement of Accounts and such other information papers as the Civil Service Sports Council Limited may require.

b) Such other organisations as the Civil Service Sports Council Angling Council may from time to time decide.

Affiliations to the Council shall be allowed from the following :-

a) Non Area Civil Service Sports Council Angling bodies who will be eligible for consideration for rent aid from the Angling Council.

b) Area and Departmental Civil Service Sports Council Angling bodies who would normally be expected to obtain financial assistance from their parent Area or Departmental Sports Association.

ORGANISATION AND MANAGEMENT

Subject to the application of any binding decisions of the Civil Service Sports Council Limited, the Civil Service Sports Council Angling Council shall be managed by the Executive Committee.

a) The Executive Committee shall conduct the business of the Civil Service Sports Council Angling Council in accordance with the Rules and Constitution.

b) The Executive Committee shall consist of a Chairman, Vice Chairman, Treasurer, Press/Publicity Officer, Secretary and up to six other members of whom not more than three shall represent coarse fishing, not more than two shall represent sea fishing and not more than two shall represent game fishing.

c) The Executive Committee shall meet under normal circumstances not more than three times a year.

d) The Secretary General of the Civil Service Sports Council Limited or his representative and also a member of the Civil Service Angling Society will be ex-officio.

e) The Executive Committee shall have the power to fill vacancies that occur during its term of office, to co-opt additional members and to appoint such sub-committees as may be deemed to be necessary. No co-opted member shall have the right to vote.

f) Any member absent from a meeting of the Executive Committee shall furnish an explanation of such absence. Any member absent from two consecutive meetings without reasons acceptable to the Executive Committee shall be deemed to have resigned.

g) A quorum at any meeting shall consist of a majority of the Executive Committee.

h) The Chairman shall have an additional casting vote.

i) The Executive Committee shall convene meetings of all competitors at each National Competition organised. Competitors shall be encouraged to raise issues of concern and to put forward nominations to fill vacancies at the annual Spring Civil Service Sports Council Angling Council meeting.

FINANCE

a) The Financial Year shall end on December 31st.

b) The annual grants approved by the Civil Service Sports Council Limited together with such other monies received or raised by the Civil Service Sports Council Angling Council shall constitute the funds. These shall be administered at the discretion of the Executive Committee.

c) The Treasurer shall take charge of the Funds and shall pay all demands when instructed by the Executive Committee. He shall present at each meeting of the Executive Committee the books of accounts, the Bank Pass Book and such documents as may be required by the Executive Committee. He shall submit a report to each Executive Committee meeting and shall give up all books, documents, monies and property of the Civil Service Sports Council Angling Council in his possession whenever required to do so by the Executive Committee.

d) A banking account shall be maintained with a recognised national bank approved by the Executive Committee in the name of the Civil Service Sports Council Angling Council and cheques thereon shall be signed by two of the following, the Chairman, Vice-Chairman, Treasurer and Secretary together with any Council Members the Executive Committee may from time to time agree to appoint. One of the signatories shall normally be the Treasurer. Each half year the Chairman shall sign a statement to the effect that the balances in the bank and the bank book can be reconciled and that no unnecessary cash balance is held in hand.

e) The accounts shall be audited annually by two auditors who are not officers or members of the executive committee.

f) Expenses incurred by Officers and Members of the Executive Committee or auditors when on Civil Service Sports Council Angling Council business shall be paid from Civil Service Sports Council Angling Council funds in accordance with provisions determined by the Civil Service Sports Council Limited or the Executive Committee.

AMENDMENTS TO THE RULES AND CONSTITUTION

Alterations to the Rules and Constitution must have the prior approval of the Civil Service Sports Council Limited.

DISSOLUTION

In the event of dissolution of the Civil Service Sports Council Angling Council, all monies, accounts and assets, without exception shall be vested in the Civil Service Sports Council Limited.
